    Confused any opinions?

i moved into a newly remodeled home in sept of last year including the installation of a brand new a/c unit...the unit will not cool the house though...when we first moved in we couldnt use the system due to a fan issue as told by the landlord...after finally being able to use it the lines would freeze up...i changed filter and it seemed to help...i do believe it freezes up though still after several hours of running unit as it will not cut off....also if i set thermostat to like 78 for example..if and when it hits 78 it continues to run...as of now the house stays between 76-81 degrees depending on temp outside ranging from 85-102 degrees...for example today its was a high of like 104 and the temp inside would go no lower than 78...it reads 79 right now at 1 am and it prob between 80-85 outside....can someone help me out? maybe a few idea in the right direction? ill provide any more info that i can..thanks in advance for your help

Is this your house or are you renting it?
Either way you need to have a company come look at it, it could be several things.

This is only my opinion on the matter. Call the landlord and tell him air is blowing but there is no cool air coming out. Insist that the landlord call a licenced HVAC company at no cost to you. You wouldn't rent a 2 bathroom house if only 1 bathroom worked. Why should you rent a house with central air that isn't working properly? Get what you paid for! You're going to be paying a much higher electric bill if you choose not to address the issue. The indoor coil is probably packed full of gypsum dust from the sheetrock and that stuff is a bear to clean from a coil. Besides, it's difficult to access the indoor coil and cleaning must be done correctly or matters will be made worse. Best of luck to you.

Tell them if they do not address the problem you will call a company and deduct it from your next rent payment. You will most likely get a response from them then. It will cost them alot more in the long run if they don't get it fixed now. Everytime a tenant moves out the land lord losses at least 1/2 a months rent. Usually it's more like a month.

No, the unit doesn't have to be ran during construction for it to accumulate in the duct work. Once the unit is turned on the dust in the return duct will end up turning into a cement-like material on the moist coil. The dust in the supply ducts also gets circulated with the air and ends up on the coil.

If your air handler is in the basement and the returns are located in or near the floor, it probably had a lot of dust in the return duct after construction. Most contractors forget all about the HVAC system when they're sweating, hot and it's not running.

    Is the whole system new?

There are so many things that it could be. You need a professional.

Make sure every supply air grill is open and that air is blowing out of them when the system is running. I would still recommend you to call a reputable licenced HVAC contractor and schedule a service call. The system may or may not be overcharged. What is your comfort worth? You can pay it to the electric company or you can pay it to the contractor to fix it. The electric company will gladly continue to accept your increased payments for years to come. Bottom line is I could continue to guess what the problem may or may not be until the unit goes into heat mode, and still not see the problem because I'm not there. Don't take my response the wrong way, I honestly hope it all works out for you soon.
