    I may be missing something but I cant seem to find anything that directs the
    1) mayor to run away and go to baton rouge before the storm

    2) wait untill the next day to return...and then find he cant

    3) I dont see any thing that directs the mayor to put off asking for assistance untill he can finally get back

    4) I dont see where the police force is supposed to run away either
