What do you not do when you find the "herm" wire burned off of a run capacitor?, no multiple choice here, you can add what you should do first before attempting a repair if you like.

Dont touch the terminals on that cap til its been discharged

Ahem... An open start winding on the motor can do the same thing. Leave a cap in a charged condition.

Ahem... An open start winding on the motor can do the same thing. Leave a cap in a charged condition.
so isnt it a good idea to put a resistor across the terminals of a run cap to bleed off that charge ?

Shorting a capacitor with a screwdriver or a wire can discharge the capacitor too fast and damage it. Use a resistor!
