    Clean effects in shop/garage environment

This shop has 3-24"x24"x12" deep pocket filters as prefilters. Then integrated air handler model clean effects. About ten years old, do these loose efficiency as they age?

Do the cells ever need to be exchanged?
Anyone seen any worse than this one?
Welding, cutting, grinding, painting, sanding is there a worse environment to put this poor thing in? Any suggestions on changes to be made with this setup?

I have seen worse than that one, but it was only from pets and the HO not putting the prefilter back in. It didn't help that she smoked a carton a day. Aside from neglect, no that's the worst I've seen.
