    Hmm

    I have a oL reading on my fluke meter in the ohms setting between common and start winding on a single phase compressor. Does this mean possibly the overload is open or is the compressor toast.

    If you're a service tech you should sign up and post this in the PRO section. There you can learn how to ohm out a compressor. I won't tell you here because I'll have a HO sticking his meter on a live circuit....
    If everything was always done "by the book"....the book would never change.
