When installing a transformer is a in line fuse put on the load side or the line side.

The line side is usually fused with the breaker or fuse at the distribution panel, unless it is not a dedicated circuit. In that case it is usually advised to fuse the primary if it is rated below the circuit protection feeding it. depending on the application, the secondary may also be fused. Mostly it depends on the type of transformer and how it is applied.

if you want to protect the transformer, fuse the primary. use a Slo-Blow fuse at 115% of current rating on primary.
