This central air unit was installed with new Lennox G51 furnace in December. Had to wait for the warm weather to test air. This untit has a hard start up, sounding like a electrical surge in the basement where the lines come in. Outside, in addition to the fan noise, a buzzing noise can be heard. This sound radiates inside into the basement and is louder down there. The contractor seems to think it is normal. I say no way.
Any help out there?

A contactor is similar to a relay. It uses a low voltage signal (usually from the thermostat calling for cooling) to power an electro-magnet; this magnet then pulls in a heavy set of electrical contacts. These contacts then route the high voltage power to the compressor and condenser fan.
That being said, call your HVAC contractor to have this checked and replaced. If it is buzzing on a new unit then the electro-magnet coil is weak and should be replaced. The HS26 is one of the quieter units, and that is one of their big selling points - don't let your installer shine you on.

Would this explain the hard "high voltage" sounding surge start-ups? And would this warrant asking for a new unit or can this be fixed with no later break downs?
Could you post the entire HS29 model number? The HS29-018 (1-1/2 ton condenser) has a reciprocating compressor. HS029-024- HS29-060 has a scroll. If it's 1-1/2 ton and they installed an evaporator equipped with a TXV, the condenser will need a hard start kit.
The problem is likely just the contactor however. That unit has a 5 year parts warranty from Lennox. Insist that the problem gets resolved.
