I have heard from differant people agreeing and disagreeing, that you put TXV's on all 3ton or larger units and size the a-coil 1/2ton bigger. Is this a true statement or?? Any help would be appreciated. Thanks.

Why? It's better to have a matched/sized correctly system IMO. You can put a txv on just about anything, and bigger coil for humidity removal? Sounds like systems being mismatched out of the box......
If everything was always done "by the book"....the book would never change.
