New to design - Advice on HVAC for workshop

Hi, New to this site. I have worked for many years in the marine industry managing HVAC installs. I am now involved with civil work and have a question about cooling a workshop.

I have been asked to recommend an HVAC solution for a workshop in Baku.

It gets very, very hot in the summer and cold in the winter.

They also have - in the summer - problems with dust infiltration as they are next to a quarry.

The area is 21Mtrs x 20 Mtrs. Not sure of the ceiling height but it is high.

There is various machinery which will be expelling heat and one piece of kit that requires extraction.

Trouble is, I don't know where to begin. It's not really my bag but I am trying to learn - on the job - some design and would like to get in to this side of the business.

Can anyone give me some hints. Many thanks in advance to anyone who takes the trouble.

    Cheers

Oops, Apologies. Got a zillion things on at the moment.

I will consider that my first slap on the wrist.

    Thanks for keeping me right.
