We pay more per kilowatt than others because PG&E determines baseline usage on the size of the house. We cram 5 adults into a rather small space. It would make a hell of a lot more sense to rate it per person. But then people would lie through their teeth about how many people lived in a house. So they stick to the square footage rule. As such, even if we were considerably more energy efficient per person than Nathan (I'm sure we're not) we'd end up paying more per kilowatt than he.
