Is there any way of putting oil in an R22 system without drawing a vacuum on it?

Also, If I have to draw a vacuum on it, what pressure should I draw the suction line to before I lock off the service valves.

If you dont know how to put oil in it , you should call someone out that does. A 14 seer system may not have R-22 in it--THE OIL IS NOT THE SAME AND NOT MISABLE WITH THE OIL IN AN R-22 SYSTEM
