Can the condenser unit of the heat pump system be installed under the deck's stairs or does it have to installed somewhere more open?

check the installation manual, it will give all recommended clearences. I would think if the stairs have open runners it would be a lot better than if they were closed in.

Heat pumps need a large supply of air to maintain efficiency, escpecially in the cold parts of winter and the high heat of summer. Putting the compressor unit in an area wher the unit is likely to regurgitate the air will cause a significant drop in efficiency and capacity.
