    commercial building operation question

    does anyone know the best way for a building engineer to
    determine the rate for after hour hvac for a tenant.
    its a 12 story office building with chilled water systems
    Our last rate that is on record is $52.00 / hr. but that was in 2003.
    Can anyone help on this
