Relocate air return ?

We have a mid 80s manufacture sitting on a daylight basement, it has the original HVAC in the Modular and wall heatrs in each of the rooms downstairs with no A/C in the basement. The House is always dusty and just dont seem to keep up with the demand, would relocating the intake to the other end of the house help to circulate the air?

I've posted this once before but my 1985 manufactured home wasn't getting the proper air flow either. I kept the silver metal filter cleaned but it didn't stop this from happening.

No, the ductwork is leaking. This brings in outside air. I recommend a blower door test and energy audit before and after air sealing the ductwork. If you have gas or oil heat be especially careful.
