If your boiler is running longer as it gets colder out, a larger circ is not going to help.
Thats what the boiler should do.
You should look at your weather stripping, and think about adding insulation to your walls, to cut down on the amount of heat you need.

Is there an expansion tank and is it before or after the circ pump? If so was it's position changed when the replacements were made?

The 110pump does have a little more gpm than 007, on the other hand the 007 has a little more head room I think its a wash. Considering the boiler was down sized 20000 btu outdoor reset may be just what you need with a P/S near boiler piping, depending on type of boiler. Find a profess to help you make the right choices.
