We are looking for low temp [-200 C] transmitters to work on 4 to 20 ma or lon
anyone come across this before.
we also need to meet NIST standards.

Look in here, they have the high side but not the low, but may be they can do something for you.

I commonly monitor low-temperature medical research freezers using products from Automation Components, Inc. http://workaci.com/
Specifically find the ACI/1K-LT. They'll range the 4-20mA output down to -200C, no problem.
