Japan will not actually have a base on the moon. They will only make a better movie than the US did in 1969 to make the rest of the world think they do.

Some man in california claim it & sold the land no joke he wrote to each country & told them that he claimed it no one wrote him back so the law says he has squatters right.That is us law.

America did actually explore the moon, but once we discovered it was not really made of cheese, there was no need to go back.
As far as ownership, I promised it to my wife before we were married so you will have to deal with her if anyone wants to land there.
