when homeowner finishes basement and bulids a closet for the furnace and water heater, would this rule apply
50 cubic feet per 1000 btu's of air-space for combustion before having to bring in a combustion air pipe?
or does that only pertain to water heaters, and natural draft furnaces?

There may be other options I would have it evaluated by a licensed contractor.
You can put in high and low vents to still get combustion air from the finished basement.
Assuming that closet means standard type ( small room ) Then there is no scenario that will not require fresh air pipe besides a louvered door to an area that meets the equation you wrote in your
first post, then the louver has to about 1 sq. in. free space for every 1,000 BTU
