I just heard from my HVAC contractor today and apparently an inspector is coming out to check out the system sometime this week. What's this all about? Does the inspector work for the state or the county? Do I need to do anything in preperation for his/her inspection?

I don't mean to sound harsh, but you really should be asking your contractor these questions.
You paid him, not us, corrrect?
It sounds to me like he can't even explain the inspection process to you.
Not very competent!How tall are you Private???!!!!

Bolton: ease up a little. At least this contractor acquired a permit and then apparently notified the local code enforcement of the job so it could be inspected. It would be great if all contractors at least followed this procedure. The important thing is 1, he got a permit, and 2, the work will be inspected.
