Have a 19xrv that has been off most of the summer . Went to start it and getting drive fault overcurrent? motor never attempted to start ? the drive is a reliance ref cooled drive. I cannot even reset the fault. If you have any experience with a similar issue your help would be greatly appriciated.

It will need to be reset at the drive. You said it's been down all summer. What's your chilled water temp? Have you checked the drive setting s? Starting current, LRA, OLTA? Could be wrong settings in the drive. Have on occasion run into Drive Powered Chillers that would not start under a great chilled water load. This required throttling the chilled water flow to get the machine started. Of course you need to be very careful not to reduce the flow too much and freeze the bundle.
Also could be power line problems when it tried to start. Like one I saw where the utility did some monkey business that just so happened as the unit was trying to start.
The settings are pretty well protected. DON'T reset it more than once. To reset something like that you'll probably have to power down the drive and let the display go blank as the DC bus bleeds off. A visual inspection when it's totally dead after the display goes blank. Get someone experienced with the unit if you can. Those Reliance drives have been pretty good. Could also be T-lead connections.
Also worth a look at whether the vanes are closed.
