I am working on a 5ton York condensing unit(TXV) head pressure is 80 psig , suction is 10 psig, the liquid line is very cold and sweating, the system is not low on R22.

    What do you think?

Sounds like a restriction, try to find the place on the liquid line where the sweating begins, that will be the likely location of the problem.

Check for a restriction at the liquid line drier. Unit may have a factory installed drier on the liquid line inside the unit.
