Couldn't you rig up a solenoid off of a 30 pounder? Once the suction gets below 40 it keeps adding till it's like 70... seems that'd fix it for a longer time!

The HP TXV in my Ruud was surging a little towards the end of the winter... now it sounds like the A/C TXV is surging also...
Looks like I get to spend a Sat working on a 'govt' job... Glad the parts are warranty.
