Unhappy 15 TON CARR SPLIT, CAN'T ADJ SUPERHEAT

I went on a new install our company did last month. Carrier 15 ton split. Air cooled.
My partner has started it up about 5 days ago. AH has two 7 1/2 TEV all factory mounted. Cond single semi with one pressure unloader. When it was piped we have no solenoid for 2nd stage evap?? Unloader drops one head 5 tons. So minimum capacity id 10 tons.

Label on AH shows how TEV inlets and out lets to be piped! Obviously our install guys just tee't suction and liq lines.

I know I don't have all the specifics here, but he said he couldn't adjust either superheat on either valve. He got no change? I went there today to verify and sure enough we had a 68 suc x 210 head. OA 84 F
RA 74 SA 66F. Comp fully loaded!
Suc temp at both leaving evap lines 60F??????? Liquid line was cold?

Overcharged yes, took 30 lbs of the 60 lbs he put in system out. LL now around 100F. Pressures around the same?
Verified from Carrier that valves were 7 1/2 tons each.
I still couldn't drop super heat? Suc temp was around 57F.

Upper dist not sweating and bottom one dripping. He told me he tried to adjust it the other day? Could threads in TEV be stripped and I can't adjust it?

I feel like removing both valves and starting over?

It takes three people to do anything around here. Two do the work, one explains to the crowd of people who showed up when they seen smoke and flames.

Bulbs properly secured and insulated on each of the leaving evap suction lines.
Return elbows up to wide open ceiling of entire space above machine room closet.Space has no drop ceiling.
