of those thermal electric type of things that are small and
compact enough to fit under a tank stand, i been searching

Doctors Foster and Smith carry Chillers and Heaters.
They also carry The CH-400 Thermoelectric Chiller/Heater Combo, but it's only big enough for a 32 gallon tank. (MAX.) At 400 clams, you'd need a couple for a tank of any real size...
I could build you one for a fee.
Copper is a big nono, especially for saltwater creatures, but really for all fish.
If I were to build one, I'd use food grade vinyl tubing as a heat exchanger. I'd avoid all metals in an aquarium.
If you're looking to keep pike, you must be talking about a 250 gallon tank or so, right??? That's a shitload of btus to remove or add.

I'd use a coax HX, and wrap the tubing around it, and insulate it heavily, and pump the aquarium water through it.
I've been thinking for some time about coming up with my own "coax" HX that would involve some type of safe tubing inside of a pipe that would act as the evap, but have yet to come up with a reasonable method to secure the connections where the vinyl meets the copper... Compression ain't gonna cut it for obvious reasons, flares are out, because you'll be introducing copper, so I'm left with an epoxy. I'm not fond of epoxies for refrigerant containment, though.
Sizing the copper for the evap is the least of our problems with this concept, it's finding a flexible, fish-safe tubing that won't break down when in contact with refrigerant oil, and can be sealed that has me stumped at the moment.
Lobster tank chillers are available from Many sources, as evidenced by the linked Google search. Most lobster tanks average about 150 gallons, and use a 1/3 hp unit to chill the water.

We made one out of aluminum and it lasted about a week, it ate through. Ended up using copper as a temporary fix. The unit is used in the summer only at marina. It's been working for the last couple years. I wonder how ss tubing would work. It ought to last. The aquarium is about five feet tall, four foot wide and seven feet long. The copper coils are hung near one end and fake seaweed is draped over it. It keeps the water about 40 degrees.

I have my own little world. But it's OK...they know me here.
Have a customer with a huge reef tank that uses a beer line chiller, all his heat exchanger is is a sealed plastic tank 1/2" stubs top and bottom and submerged in the glycol. Runs the chiller at about 35* and a pump and valve combination shoots chilled(or heated by another simular setup) water into the filtration system somehow
