While driving around in town today I noticed this interesting ductwork

I am not involved in any way in the HVAC business, but I can see a couple of potential problems with this...

Besides the fact that the view out that window isn't as nice as it used to be, the most interesting thing you can't actually see on the picture. That big gap between the top of the duct and the bottom of the hole into the house is actually just open. Driving by I could clearly see right into their attic. Thats going to be fun when the bats and squirrels and god knows what else start to move in...
Actually, I don't think it is a private home. It currently has a sign outside that says it's some politicians office.

If it were a home the phrase "emergency fire egress" should be discussed with the installers.
