Chances are that if the state said "no raises", there probably weren't any raises.
My guess is that the reporting method changed or that some other accounting rule changed and it makes the numbers look different than they looked last year.
But if you want to know, ask. I think its the best policy not to discuss salaries at work but if the records are public, you have as much right to them as anyone else.
Your state probably has a "sunshine" act that tells you what form to fill out to get whatever information you want from what ever agency you want. Have an anonymous friend file the paperwork. You'll get the info and nobody will know that it was you who wanted it.
Under no circumstances involve the media. They don't make things better.
