Had that happen in an office building, 480 volt duct heater vs blower fins. The woman who sat in the cube below said it sounded like the 4th of july in the ceiling.

Check static pressure. I have seen High static cause this many times.

Thats what happens when you have a five ton blower package on a 3 ton system. What was the static?? Betcha it is off the chart.
