First off I'd like to say thanks to all that posted their suggestions, I know I didn't make things easy for you.
Found the restriction. When the crew changed the oil filter they must have tried to wipe out the bottom of the oil canister, when they did this a rag was left behind, it ended up tightly rapped around the oil temp sensor on the 2nd to last elbow going into the compressor. Once the rag was removed the unit runs like new.
    Thanks again!

Had something like that happen to me once. Was distracted by the customer and left a rag in the liquid elbow on a PCV after finding it leaking on a simple oilpump change out. Confused the crap out of me. Added R-11 due to high evap approach until I heard this big whoosh and the gas started short circuiting thru the economizer. Right then did I think to myself, "Did I take that rag out?". Stayed overnight discharging the unit again to get them online in the morning. Rags are one thing, but sockets are another!

    Damm Raggs

A friend of mine who works in the ship yard in my town had a similar problem about a week ago with the same style machine the rag was in the machine from manufacturing. He lost some hair over that one...
