This is located behind a bank. I'm pretty sure from the looks of it that it hasn't worked in quite a while, but I don't know. There is no label. There is a large box (pictured) near it's disconnect with wire running to the condensing unit. I'm betting it's some kind of old energy saving device.
I've never seen one like this. Any ideas?

Thanks. I forgot to state that on the electrical box shown the work Tork is imprinted. I'm sure it's some kind of turn-off device to save power.
