    Belimo Pressure Independent contorl valves

Have got these valves in a couple of schools, this is the first time I've seen these and am having trouble with them. Belimo says they need DP of 5 to 50 psi across the valve, but cannot get this. I am questioning the rotation of the valves. with valves at what is marked open I read .6psi, with the valves marked what is closed, I read 10 psi. The fitters have nexus circuit setters installed downstream of the valves and when reading .6 psi across control valve, I read 5 gpm at circuit setter. At 10 psi across control valve I read 1.5 gpm at circuit setter. I've called belimo and all they say is I need 5 psi DP for them to work properly. Anybody have any ideas?

For a PICCV valve, the pressure readings make sense. Having two "circuit setters" in series does not make sense.
