HeyBob, the government is proposing a program like you suggest. They are calling it Funds for Furnaces. The customer has to take their used, inefficient heating unit to an authorized dealer ( Government Approved) and get a replacement. They haven't decided the size of the rebate yet. Two billion gazillion quadramega trillion dollars as been set aside for the initial phase of the program.
