    Confused when to replace capacitors?

Does everyone go by the plus or minus 6% or is there somewhere that tells when you absolutly should replace a capacitor. either run cap or a dual run cap?

    cap replacement time

You must always replace them when dynamic or static tests are bad....

otherwise they are good. the Old ones with PCB's like NEVER failed, but they were bad for the environment, so now we replace many very often of the "newer" [better??] ones.

    ok

So when the range of the capacitor says plus or minus 6%, should it be replaced if it is out of that range. for example if it is a 10uf cap and it is reading 9.1 on your meter, should you replace that capacitor?
