Ground temperature 50°F. Water I'm trying to heat 50°F. Is the COP still 4?

Which makes more sense to you?
CONSERVATION - turning your thermostat back and being uncomfortable. Maybe saving 5-10%
ENERGY EFFICIENCY - leaving your thermostat where everyone is comfortable. Saving 30-70%

Testing
Hi,
I've decided to go with the current system for this year and switch to just the electric hot water next year to see the difference. My current numbers are as follows though:
Average cost per month (full electric bill) during heating months = $320
Average cost per month (full electric bill) during non-heating months = $170
I didn't subtract out the cost of everything but heat or hot water (lights, oven, stereo etc.) mainly because I can't. But if I guessed based on my last house that was oil heated I'd say it's about $80 per month. Therefore I get about $90 for hot water and $150 for heat. Do those numbers make sense to everyone with experience with these systems?
