    Is this in any way up to code?

    Pulled the cover off a large enclosure and was shocked to have this leaning right up against the cover. It's the neutral but it still freaked me out. Wonder what cowboy did this way back when

    That would happen if the neutral were to be disconnected from ground correct? Any other situations where it would have potential to ground?

    Shouldn't be, no, but if that splice were loose, it could have high resistance and cause a ground fault.

    You can bring it up to code by replacing that tap with an insulated crimp connector and then wrap the whole works with electrical tape from harbor freight.

    Those old uninsulated polaris lugs were recalled about 8 years ago. Not to mention that little splice job. I hate seeing hack work in big voltage panels. It's hard enough to stay safe working on 480 and 600. We don't need hacks laying IEDs around for us to stumble into.
