What are you going to do with a comparison? You need the reheat or you don't. If cost is that important don't build.

Reheat so you don't overcook the space, VAVs have a minimum position @ minimum, typically reheat is energized...where I am, the VAVs with reheat are typically on the perimeter of the building, while the core has regular VAV

If the load is calculated properly you can use just VAV boxes but some one will always complain about temperature. Without reheat the heating load is handled by the load in the space such as lights, computers, people and/or reheat on perimeter boxes. etc. With reheat you get the ability to have faster temperature change and in my opinion more precise control over temperature. Plus the added benefit of changes in the building in the future in case you lose heating load due to occupancy decreasing etc. I believe VAV with reheat is the most energy efficient if done with hot water for the building.
Disaadvantages of Reheat boxes is cost to install hot water or steam piping or electric reheat. Electric reheat is not as efficient.

Depends on where you live in my state in the 70s it was used over any other type of heat as electric was DIRT CHEAP back then.
Now its gas oil propane then geo

Depends on the system supplying the box and the type of space its being used in. An interior section of an office probably isn't necessary. If you're in an exterior zone with several windows IMO reheat would be a good choice.
