A thermal expansion valve is a component in an air conditioning system that controls the amount of refrigerant flow into the evaporator thus controlling the superheat at the outlet of the evaporator.

easiest explination for it is this. It's a device that controls the amount of refrigerant flowing through the system based on the temperature of the refrigerant exiting the evaporator coil. It either opens or closes, thereby allowing more or less refrigerant enter the coil.
