Could be a back-up unit. If true, it actually is not a butch as it appears. Although, I dont see any isolation dampers there...maybe it really is a butch job!

I bet the original unit died and the new unit's supply and return run through the side taps to the bottom taps, and the existing ductwork. A Rube Goldberg method of not having to remove the old unit or seal new curbing.
