If it's just a B-vent going up through the house, tear out what you can and put a plug (you can buy them at the big-box) of the same diameter as the vent in the bottom of it. That'll stop the chimney effect heat from escaping from the house. When you can, remove the whole thing as you don't need it anymore. Of course, you'll need to plug the hole in the roof or nature will visit. If YOU want change, YOU have to first change.
If you are waiting for the 'other guy' to change first, just remember, you're the 'other guy's' other guy. To continue to expect real change when you keep acting the same way as always, is folly. Won't happen. Real change will only happen when a majority of the people change the way they vote!

you could disconnect it in the attic and tie all your bathroom fans into it if they just poke into the attic now.
