I had a service man at my house today due to my upstairs unit (Carrier) blowing hot. He told me that the freon pressure was constantly fluctuating. There were no leaks and it is holding its charge. He thinks that it is the pistons in the evaporator coil and they need blown out.
Does this sound right?

Looked but didnt take it out. They will come tomorrow to take a more detailed look at. He stated he didnt believe the coil was damaged. Just wanted to get a "heads up" on what I will be dealing with. Dont want to get taken for a ride.

What I am wondering if it has a expanson valve(txv)

sounds like to me like you might have non condensables (moisture or air) in your refrigeration circuit. Fluctuating head and suction pressures would be a sign that this is happenning. I've found that I'll see the suction pressure drop and then rise and then shortly I'll see the head pressure doing the same thing. This usually happens due to poor installation by not pulling a vaccum. My 2cents for you.

Its not a matter of trust, but a matter of not knowing and dont want to be taken advantage of.
Anyways...no work done to the unit other than the typical yearly check ups.
Again they are gonna attempt to blow out the piston to make sure they are regulating the freon flow.

it is possible they are right
i have seen this happen with txv and a piston,
they should remove the piston and make sure it is clean and the seat is also clean.
trust is hard for some people but you do have a problem in your system. The tech found it and told you about it, He also told you what he thinks needs to be done to rectify it. IMO this is showing warent for trust..
