    Get the subcooling and delta T across the condenser. Also EER rating would help.
    Overcharge causing excess subcooling or inadequate condenser airflow could be some of the causes.

    with an orfice 300 or so at 95 and in the sun wouldnt supprize me at all but newer units do run at lower head then the older ones

    seems to me with 87 inside and 70 suction you may have a restriction
    i would think with a high load on the inside coil you would have a higher then normal suction maybe even as high as 90 lb
