If I just look at the Consumption charge and the rider charge, the only 2 parts of the bill based on my actual usage, I pay about $1.02/therm.
In my area, heat pumps make no sense at all if you have gas.
If the cost relationship between your cost for electricity and gas holds out, a heat pump, with gas backup for those really cold times, makes sense. As someone else pointed out, you would get a bonus of having AC for those hot muggy times.
If more government is the answer, then it's a really stupid question.
