A little bit of excess capacity seems reasonable to me, but when there is too much short cycling, it will get too expensive for most folks.
In some climates, it's a mistake to not build a dehumidifier into a system. Where I've lived (Arizona and Washington State inland), it's never been an issue.

To the OP.
Around 20* cooler then the outdoor temp. So if it was 98 out, and your house was 78, thats ok.
When you know that its going to be near record highs, make sure your air filter is clean.
If its dirty and slowing down the air flow, your A/C can't keep your house as cool.
