Hello, this past year I have been living in the second floor of a rental house in Buffalo, New York. The furnace for the top floor has no cold air return installed, there is just a hole where the ducting should be. The bottom floor (separate lease and furnace) does have a cold air return installed on their furnace.

Is my landlord required to have a cold air return on his furnace? If anyone is knowledgeable on this subject or could simply direct me to the relevant housing codes I would greatly appreciate it.
