    Not sure I would blame the gas company. Where I'm at the gas company's responsibility ends at the meter. Regardless of how ugly it is, if it meets code then I don't believe the plumber could be forced to change it.
    I just fixed some leaks in a 2" line inside a bakery that was only found when the meter was replaced. A six foot section had been installed with a branch running off to a range using only Teflon tape on the threads. Amazing what some people will do.

    I think the code says something about stuff needing to be done in a "neat and workmanlike manner". I don't think the "plumber" would have much leg to stand on if an inspector said to fix it.

    If the gas company did that around here, the guy that turned the wrenches would find himself in the unemployment line.

    It looks to me like the inlet side has been driven into the ground. If the short pipe under the union was replaced with about a 2" nipple, it would level off.
