I have found the Calif codes online for installing insulated flexible ducts in the attic, but not sure I understand it.
The installer only put a tie around the inner flex duct, and nothing else. No mastic or tape around the sleeve.
It's in an unfinished attic.
Is this within code?

Mastic is required in GA at least 0.08 inches thick and should be 2" inside the liner. Panduit straps are a joke they expand when heated up and over and over again and become loose.
Mastic will do the job. They are good to tie the insulation down but not for the inner liner other than an initial hold after the mastic is applied.

in my area, two different sealing types are required on the inner liner, and the outer liner must be mastic sealed to the plenum, and the boots. and ALL sealing devices must be UL listed, and labeled... mastic, tape, straps, etc...
