where's the power?
Got a call the other day that an office had no cooling. I know its Febuary.. dont ask....I get to the heat pump and there is no power at the disco so I check the copressor and find the windings shorted. I go off to the electrical room to lock out the breaker and I find this in the panel:
The breaker thats missing is the one that feeds my heat pump and the center cover is nowhere to be found. Someone meeded it more than me I guess.

my theory:
shorted windings were tripping breaker
maintenance guy thought bad breaker
took breaker to home depot
found out they don't have 3 phase breakers at HD
admitted defeat and called you.
