I know this is an old thread but I am a new mwmber and maybe I can shed some light on the certification issue.
I have been a certified (national) Level III Eddy Current Techncian for 25 years. I have been a certified instructor for eddy current testing for the same period of time. To be "certified" it is true that to be a level II technician the company the techncian works for can wave their hand over their head and make them a level II. The probelm is that the customer dosnt know any better. It is up to the customer to check the certification documents of the techncian. The American Society Of NonDestructive Testing (ASNT) has training and certification guidleines that indicate what it takes to become certified. The certification is with the employer and it is the employers (And Customers) resposibility to comply to ASNT guidlines (but not required) Also if a techncian shows up to do the exam and has no calibration standards with him, show him the door!
Bottom line if you use a contractor to perform your eddy current exams, check them out and request to see there certification procedure (required by ASNT). This will show you that they are complying to national standards for training and certification.
