This is Phoenix. 110F summer design temperature. We hit 118F this year at one point. We had the most 110F+ days ever recorded in a single month in August. So... You install the whole thing OUTside?

It looks like they really messed up that install. It should have been up on the roof with everything else in AZ.

At least, if I am seeing this correctly, the filters are easy to get to for their weekly changing... (if there is any air leaks on the return, its gonna pull in all that Arizona dust...)

It looks like they actually ran the line set in PVC or something. Look at both the CU and the AH. The white pipe is shown popping out of the ground at both places. That's kinda nice.
But yeah, it gets HOT here. But that's one easy to service setup. Beats it being in the 130+ attic!

It dosent look to bad to me at lest the cond. unit is not way up under there.

Doubt that there was an attic at that job...it is most likely commercial. That is a three phase outdoor unit; the small tonnage three phase Trane equipment has louvres punched at an angle.
At least theres a p trap in that drain line.
