York YT never seems to ramp down

    Hey guys,

I have a York YT R-123 chiller with a VSD on it. It always seems to be running at 60 Hz with the prerotation vanes at 0% open despite never having to carry a load over ~60% FLA (49-51% at the time of this posting). Oddly now, I created a trend on the Optiview Control Center for the FLA and Hz and they're both been reading 0 all day... Is something not communicating internally and it's just running on some sort of default or limp mode? Is it normal for them to run at 60Hz no matter what?

Current run conditions at the time of this posting:
    OA temp 77.6
    OA humidity 92.3%

    CW supply to chiller 76.0
    CW return to tower 79.6
    sat temp 80.8
    Cond press 14.1

    CHW supply to AHUs 44.0
    CHW return chiller 49.5
    sat temp 40.7
    evap press 5.6
    CHW set point 44.1

    FLA% 49
    Hz 60

    Chiller model number: YTG1A4E1-CNJ
    Serial number: GFLM 132473
    Drive model number VSD351 T-46
