High humidity-Replace the old T-Stat recommendation

I am now measuring the humidity and it is running between 49% when the T-stat is set for 69 at night and 57% when set for 74 during the day.

    Trane XL 1800 5t TTZ060A
    XV 80 ( I don't know the model)
These are for the downstairs where we spend most of our time.
Houston, Tx so hot and humid most of the time. We let the temperature rise during the day, but we like it cool at night.

My T-stat is a 7 day programmable, but no humidity control.
We will not stay in the house for more than another year so I don't think that a dehumidifier is the answer.
    Questions:
    1. Can a new thermostat with humidity control work with this system?
    2. What brand/model do you recommend?
    3. If I lower the humidity to say 45%, am I running the compressor and fan at low speed with the same effect (cost) as if I just go ahead and set the temp for 69 at night?
Thanks in advance for your thoughts and advice.
